ASSOCIATION OF NON-STATE EDUCATIONAL ORGANIZATIONS OF THE REGIONS OF THE RUSSIAN FEDERATION

(ASNOOR)

Association of Non-Governmental Educational Organizations of the Regional of the Russian Federation started its operation in July, 1996. Today it is the biggest Association of non-governmental educational organizations in Russia.

Association of Non-Governmental Educational Organizations of the Regional of the Russian Federation is a non-commercial organization carrying out its activities for the purpose of developing education and science, supporting creative initiatives, promoting spiritual upbringing of the youth and children.

Currently, the Association incorporates more than 1070 organizations in 38 subjects of the Russian Federation including non-associated members such as: non-governmental schools, non-governmental higher education institutions, non-governmental specialized educational establishments, non-governmental organizations of extra-curricular education, kindergartens, and others organizations providing tuition based educational services.

The Association has a number of its regional Chapters in Moscow, Moscow region, St. Petersburg, in Ural-Siberian and Kuban regions.

ASNOOR works in cooperation with the Russian Federation State Duma, the Ministry of Education and Science of the RF, Federal Antimonopoly Service of the Russian Federation, regional legislative and executive bodies and authorities. Mrs. L.N. Duhanina, a vice-president of ASNOOR, is a member of the House of Commons of the Russian Federation.

Main directions of work of ASNOOR:

• cooperation with the offices of the legislative and executive bodies of the Russian Federation and its subjects; representation of interests of the non-governmental sector of education in those offices;
• legal support;
• promotion of a higher quality level of education;
• health issues concerning students:
• matters of upbringing and character development (Association of the representatives of education and culture "Spiritual Education");
• development of international relationships in the field of education;
• providing information services.

• Legal Center "Education";
• Department of international projects and relationships;
• Security Department;
• Department of health preserving technologies;
• Department of organization of conferences, festivals, and seminars;
• Sports Department.

Public Consultation Council is a part of ASNOOR whose members are honorable representatives of the educational system and pedagogical circles, famous public leaders. Dr. Nikandrov N.D., president of the Russian Academy of Education, and Mrs. Derzhitskaya O.N., director of the Moscow Quality education Center co-chair the Council.

ASNOOR cooperates with the Russian Academy of Education, the Russian Academy of Natural Science, International Council on public awards, other dissertation and scientific Councils.

Main types of activities of ASNOOR:

• participation in the work of the State Duma of the Russian Federation, House of Commons, and local legislative bodies developing legal documents stipulating operation of non-governmental educational organizations;
• constructive collaboration with the Ministry of Education and Science of the Russian Federation;
• conducting public campaigns to defend the rights of educational organizations;
• participating in court cases of a precedent value to the system of non-governmental education;
• conducting seminars on current accounting issues, labor and tax legislature;
• conducting sport competitions, Olympiads, and other contests;
• information services.
